An Army general who oversaw the U.S. withdrawal from Afghanistan was promoted to a four-star officer after a Republican senator dropped a hold on his nomination.

Lt. Gen. Christopher Donahue was slated to be promoted to a four-star rank and take command of the U.S. Army in Europe.
