The president of the International Criminal Court has lashed out at the United States and Russia for interfering with its investigations and calls threats and attacks on the court “appalling.”

Outgoing European Union foreign policy chief Josep Borrell called on all EU member states on Thursday to respect decisions by the International Criminal Court, including the arrest warrant against Israel's Prime Minister Benjamin Netanyahu.

The document makes six recommendations to the EU and its member states to advance arrest strategies for outstanding ICC arrest warrants. These arrest strategies include complying with the clear legal obligation of EU member states to arrest individuals sought by the ICC if they are on their territory.

The court faces pushback over arrest warrants for Israeli officials, sexual harassment allegations against the court's chief prosecutor and a very empty docket.
